01

Start with a demand schedule

Provide headcount by role, worksite and required phase. Distinguish confirmed demand from forecast demand and identify the decision date for each batch. A single total headcount is not enough to plan recruitment, processing and arrival.

02

Create visibility at candidate and batch level

Use a shared status structure covering sourcing, employer approval, documents, required checks and release readiness. Escalate blocked files separately from ready candidates. This makes it easier to adjust sequencing without treating the entire program as delayed.

03

Align mobilization with the site

Confirm who approves travel, receives workers, provides induction and supervises each role group. Match arrival volumes to accommodation and onboarding capacity. Site changes should trigger a review of the deployment plan before additional sourcing commitments.

04

Agree changes and continuity

Document how role substitutions, revised dates, canceled demand and replacement requests are handled. A bulk program is not an unlimited labor reserve or a project-management contract. Pricing and milestones should reflect the actual coordination burden.

Before we begin

Your questions,
answered.

Can deployment be phased?

Yes. Phasing should reflect employer priorities, candidate readiness and approvals.

What should a workforce forecast contain?

Role, headcount, location, required phase, qualifications, compensation assumptions and the owner of each approval.
